Towards an Agenda for Peace in Sudan: Reflections on International Mediation and Civilian Convergence

Panel discussion in Berlin / Heinrich-Böll-Stiftung in cooperation with Amnesty International, Friedrich-Ebert-Stiftung, Sudan und Südsudan Forum e.V.

On 15 April 2026, Germany and the African Union together with the European Union, France, the UK and the United States will co-host the third international Ministerial Conference on Sudan in Berlin. Marking three years since the war began, the conference aims to mobilize humanitarian support and advance peace efforts for Sudan against the backdrop of an escalating crisis of displacement, mass atrocities and unaddressed humanitarian needs.
International mediation efforts under the auspices of the "Quad" (US, Saudi Arabia, Egypt, United Arab Emirates) and the "Quintet" (United Nations, African Union, League of Arab States, Intergovernmental Authority on Development, European Union), respectively, have intensified over the past six months. However, they have, to date, not succeeded in silencing the guns, producing a humanitarian ceasefire, or establishing a credible political framework to resolve the multilayered Sudanese conflict. Inclusion of organized Sudanese civilian voices has remained a major challenge in the process.

The civilian component of the International Sudan Conference in Berlin stands the chance of inducing fresh momentum into international peace efforts, reinforcing civilian engagement, and addressing some of the persistent process design challenges. Against this background we would like to invite you to a discussion on civilian inclusion in peace negotiations, humanitarian ceasefire arrangements, alignment of political and civilian tracks, and a civilian roadmap for sustainable peace.
